There are major gaps within government and stakeholders in collecting data, analyzing this data and using this data within planning, budgeting and programming. By improving data processes, we can improve how services are delivered, how budgets are allocated, how citizens interact with governments and how organizations advocate for social change.

Program Manager Role

Pollicy is looking for a Program Manager to coordinate our different program initiatives with close collaboration with the research team. This position involves planning, managing, implementation, developing research methodology, liaising with IRB offices, coordinating research activities and enumerators and monitoring of the project(s), drafting reports, external representation etc in order to achieve the project targets as effectively and efficiently as possible ensuring consistency with project proposal as approved by the donor.

Prior research experience in both quantitative and qualitative methodologies is a MUST.

This will include serving as the key spokesperson for the projects, meeting with key stakeholders, coordinating research activities across multiple locations, promoting dialogue and conversation at national and grassroots level, and serving as the creative force behind our research work.

Job tasks will include:

Program Procedures

  • Manage the day to day operational aspects of the program in consultation with the head of programs.
  • Use program management tools and Lean Start-Up best practices and methodologies in initiative research, development, testing and implementation
  • Ensure activity implementation is well aligned to program plans and strategies, including the development of data collection tools, as well as the oversight of data collection efforts and analysis
  • Facilitate trainings, workshops and community dialogues (where needed) including training appropriate program staff on the purpose of the programs, understanding of data collection tools and capacity to implement relevant activities
  • Understand program requirements and develop plans to meet milestones
  • Lead and manage program delivery ensuring continuous feedback loops from implementing team and partners for program improvement
  • Ensure the trainers effectively use the tools provided to organize teaching, learning, and documentation of training activities
  • Coordinate with the Head of Programs to resolve program performance issues and develop recovery plans
  • Create a database of participants in any program activity and ensure all those shortlisted to join meet entry criteria

Research

  • Implement research objectives in a timely manner, developing research methodology liaising with IRB offices coordinating research activities and enumerators
  • Work with developers on technology data platforms
  • Collaborate with the Head of Programs to achieve research objectives
  • Conduct ongoing data collection and research
  • Meet with government and citizens/communities to better tailor our research
  • Train the team on the implementation of experimentation and research activities such as interviews, field observations, and focus group discussions as needed
  • Ensure that field activities including data collection are meeting the objectives of the program
  • Research best practices, tools and processes to understand what user metrics will inform that we are achieving program goal at industry-specific needs

ME&L

  • Create informative, attractive, and user-friendly monthly reports on implementation progress and learning, and share them with the team and clients
  • Create and manage long-term goals tracking program performance through managing the day to day aspects of program operations, coordination, implementation, and delivery.
  • Conduct an analysis of quantitative and qualitative data as part of experiments and pilots and produce accurate and actionable learnings to inform product development
  • Lead and document post-mortems of activities, and lead the team in capturing and utilizing lessons learned for program improvement
  • Monitor and assure the quality of trainings delivered
  • Assist in program analysis with M&E to track performance and identify successes and opportunities to change approaches and share feedback with the program design and leadership team
  • Ensure accurate documentation and reporting of program activities, outcomes, and insights with recommendations for product and process improvements

Logistics Leadership

  • Provide planning support for the program pilot within the constraints of the program’s scope, schedule, cost and quality including
  • Develop mobilization strategy, map potential partners, fellows recruitment and manage mobilization for programs
  • Point person for all inquiry, registration, preparation, and program communication with participants, partners and other stakeholders including government
  • Support the development and maintenance of a positive, healthy team culture that empowers the team to be responsive and agile in product development and implementation

Financial Management

  • Ensure that money allocated for activities are based on realistic assumptions and are updated or revised as needed
  • Liaise with the administration and finance coordinator to provide budget oversight of procurement and purchasing while coordinate logistics (where needed) and procurement of materials needed for activities Implementation
  • Ensure documentation and recording of all finance and administrative program requirements reporting
  • Ensure program activities are run within budget
  • Track expenses, identify cost variances and provide corrective actions

Communication

  • Communicate program progress on a regular basis
  • Collaborate with Leadership and program team to determine quality assurance strategies and questions
  • Ensure documentation and routine sharing of knowledge and experiences across teams and leadership

Who should apply?

We are looking for mid-career professionals interested in working on multi-national research projects tied to civic technology issues pertinent to sub-saharan Africa specifically in Uganda.

You must have:

  • At least an undergraduate degree
  • At least 3 years experience with research projects
  • An open mind and desire to try out new things
  • Competency in Microsoft and Google applications including Word, Excel, and Outlook
  • Experience using mobile technology for data collection
  • The applicant must have a valid passport and ability to travel aboard
  • Possess strong writing and communication skills
