There are major gaps within government and stakeholders in collecting data, analyzing this data and using this data within planning, budgeting and programming. By improving data processes, we can improve how services are delivered, how budgets are allocated, how citizens interact with governments and how organizations advocate for social change.

Operations and Finance Manager Role

Pollicy is seeking an Operations and Finance Manager in Uganda to develop our financial systems and internal organizational structures as we scale up the organization. We are looking for someone meticulous, detail-oriented and flexible to develop our operations in Uganda. The Operations and Finance Manager will work closely with the ED/Founder to streamline our processes within Uganda, with a view for expansion outside of the country.

Job tasks will include:

Provide overall leadership for all aspects of project operations, finances and administration, including project personnel.

Financial Management
- Take responsibility of accounting and bookkeeping
- Managing day to day processing of accounts receivable and payable using QuickBooks, producing reports as requested.
- Produce a monthly summary of accounts
- Provide advice on financial matters to the management team
- Manage petty cash, accountability, payroll management, including tabulation of accrued employee benefits, and tax compliance
- Organization of fiscal documents
- Regular meetings with Executive Director around fiscal planning
- Prepare annual audit

Operations Management
- Improve the operational systems, processes and policies in support of organizations mission — specifically, support better management reporting, information flow and management, business process and organizational planning. This may include tasks such as scoping new office space, developing improved systems for logistical needs, hiring the necessary staff to accomplish these tasks etc.
- Play a significant role in long-term planning, including an initiative geared toward operational excellence.

Who should apply?

We are looking for early to mid-career professionals interested in working with a young company focused on civic technology issues pertinent to sub-saharan Africa. The position is only open to Ugandans.

You must have:

- Accountancy qualifications with a minimum of 3–5 years work experience in a financial management (or equivalent)
- Working knowledge of Quickbooks
- Proven track record of successfully developing internal structures within an organization to improve processes and workflow
- Proven track record of managing the finances of a company
- Fluent in English

Candidates must also have:

- Good communication and interpersonal skills including the ability to pass on information clearly to staff
- Evidence of leadership and management experience with tangible positive outcomes
- Strong and creative problem solving skills with the ability to exercise good judgement in the resolution of problems
- Ability to multi-task and deliver on several different project needs at the same time
- Ability to work under minimum supervision. Interest and experience working in civic technology and a commitment to working with government and civil society on solving public service challenges
- Experience using technology within prior work
